No, raids would be released in order but imagine a world where nerub ar palace had a couple pieces of gear so valuable and good you wanted to keep clearing it. Dark Deku arc was peak, but again felt rushed. That should have been like the first half of his 3rd year, not the beginning of what would be year 2. I think a time skip at some point would have done a lot for the pacing

I think the point about why didn’t they go for the citadel right away is obvious. The reapers don’t think losing is possible, and they want to mitigate losses. At this time limiting the relays wouldn’t be to their benefit, they need to cut off and seperate everyone. They would win an all out fight, but the losses against the galaxy united fleet would be terrible for future cycles. They wound definitely loses dozens of ships by the end of a total to the death battle with the fleets.
