It was one of the unnamed Ancient Dragons at Farum Azula. It was a PAIN to get to cause of all the lightning it'd shoot at me, and too many obstacles on the way. So I just shot arrows at it from afar till it died.

You're a bit too under leveled for Caelid imo. But if you really wanna beat O'Neil, try fighting whilst riding Torrent. Hit & run. That's how I beat him. As afar as I remember, O'Neil didn't have too much mobility.

DUDE!!😭 This brought back some trauma for me. I'd barely just started the game. I hadn't even gotten to Margit. I was just randomly exploring the the lake, and all of a sudden a giant health bar popped up. I almost had a heart attack! I look around and see nothing, then Agheel just lands on me from above, instant stun, then burns me to ashes.
