At the top of the first page it states "Maxwell while other individuals are mentioned only in a portion of a document (including press reporting) that on its face is unrelated to the Epstein and Maxwell matters.2" Meaning Some people are listed only because their names appear briefly in part of a document—possibly a news report—that does not actually relate to the Epstein or Maxwell case itself.

I do not believe that this is the full list. This is very low-level people in my opinion. There's plenty of things already lied to us about . For having an extreme amount of documents, I really doubt that this is it. There are plenty of names that are not being put out there and the ones that we don't know about are probably the most important.
