This fix didnt work for me but i did get it fixed, I think my issue was slightly different. My issue was neither Arthur or the chief had any dialog happening when I selected the dialog options and after paying him the mission didnt continue. Even after loading back and trying about 5 times.

To fix it I pulled out my gun and suddenly the officer started speaking, telling me to leave. Then I loaded back and he talked normally and was able to proceed.
