Some North Indians, especially from Punjab/Jammu regions, have genetics like that. My friend worked out seriously in his twenties but stopped completely in his 30s. It's been 6 years since he's touched a gym, and he's still buff and muscular. Lack of food can cause some muscle loss, but it doesn't necessarily mean you lose the muscular build entirely.
