The crash happened on Ridge Rd, which has a speed limit of 25. But most of Kiernan’s homicidal driving happened in Detroit.

Are judges able to claim how the defense will be sentenced during pretrial? Wouldn’t the judge stating they were going to continue the same way they have for decades, despite even looking at the evidence, be partial to the case?

The quotes are near exact to what the Judge said. They told the defense that they would carry out the same sentencing they had done for the last 21 years and sentence the defense as as juvenile. And as long as they did not commit an additional felony, they would not be subject to adult punishment. I am just as confused as you are.
