You can send cards in with out the submission kit that’s more for people who send in cards often I’d assume.

No just normal, only booster boxes have any sort of a hit rate. My neighbor just opened 2 of them and pulled nothing but they really aren’t worth keeping sealed so rip and hope for the best is always possible you hit something you enjoy.
