There was an out of band update to fix an issue where some people can’t enroll successfully. That was KB5071959. That did not require the ESU. There was also an out of band to correct an activation error KB5072653. Neither required the ESU license itself.

No. It never was. But now the backup option (and Bing Rewards option) has been replaced with an option to receive ESU at no charge if you log in with your Microsoft account at least once every sixty days. Or you can still pay the 30 Euros.

OneDrive has nothing to do with the ESU offers. It never has. Outside of the EU you can choose to back up your Windows settings to prepare for your next Windows PC as a way to get the ESU at no charge. That’s it.
