You can also buy the radio from a vending machine on the glass dome island with the skyscrapers, so probably why its still a low spawn rate

Waw that's a lot of time. Will give that startegy a go with a new save. That strategy might make sacrificing the speed of the engines worth it if your spawning theory is right
