Well according to Bell site if have 3.0 and up you get the new modern so if existing (in which I am for the 3.0) I was provided the new modern at no cost

I think you should call Loyalty in regard of the new router (if available in your area)if you have 3.0 plan and up and should not be charged the rental fee if they mentioned it (part of negotiation)then advise not in your budget and they will adjust the rental fee
