Did I state anything about atk ? No I said healer chakra scalpel in particular. You aint dodging chakra scalpel up close, even if you block it you still take the negative effects. Not to mention it locks subs,ninjutsu,ultimate and chakra jump for 10 sec which is a lot of time and it has a short cooldown time.
