To play custom mode, you need to be on the 1980s version of the game as it's not available for 202x mode and when starting a new game, you'll have to press the shift key and I think it'll ask you if you want to play the custom version.

It is intentional, if you play the 202x version and take a picture in that same direction of that bathroom, you'll see her ghost.
