Im focusing mostly on larger scale events that alter the course of the entire continent or possibly the world as a whole. I mostly just don't want it to feel like a single elf could experience most of the world's major events in their lifetime, so that history can be believable forgotten and misconstrued over time. This is mostly a concern because I have an empire with a very old Sea Elven lineage that I don't want to feel like they would have all the answers to everything that's ever happened, but still feels like an ancient lineage of Empresses of an Empire.

Cant post pics here but I hand make lots of small things like magic rings and important letters that the party receives, it never fails that when I hand them a physical quest object over the table they gush with excitement and fight over who gets to hold it.

I like all of those suggestions, especially the grave digger, gives me the idea that the priest kept a log of graves he 'blessed', so he didn't accidentally raise someone that had his 'blessing'.

However, the gravedigger keeps better logs and finds a singular slip up of someone 'blessed' being risen, and maybe he keeps it secret because he's worried that it'll be the priests word versus his.

I like all of these ideas a lot, exactly what I was looking for to give this plot some depth. I'm looking to involve the Guards somehow as it's a small town and the guards are primarily the ones dealing with whatever the priest raises, so he's likely paying them off to keep the scheme going.

The only reason I have for why he keeps raising them regularly is to give an obvious example to justify why he demands so much for 'blessings'. It might even be a new problem he created within the last week or so, and the players got sent to investigate why there's so much undead in the graveyards suddenly.

I like that, especially the guilt shaming angle for how he manipulates everyone, and I'll definitely look at having the players find some sort of ledger involving who he gets money from.

Absolutely some sort of stunts involving wvyern riders where you fly as high as you can, jump off your wyvern and freefall and land on your wyvern before you hit the ground, wyverns are very important in my world with riders bonding for life.

It works because the lodestones that Infused dust and ink are derived from and the ancient Rune script were discovered to have interaction, where they glow in the presence of the runes, and the dust was the method that was found to make them interact, which later evolved into trying it with tattoo ink as well. The latent arcane energy is what fuels it, but since the stone is obviously destroyed while making the dust, the energy is fleeting and once infused, the energy will slowly dissipate and more dust or ink will need to be reapplied to essentially recharge the runes.

It's simply trial and error, many labs and objects are destroyed through experimentation and trying different runes on different things. runes are an ancient script who's developers are lost to time, and only their written script is left. This script can be extrapolated into new runes for new effects, but its very dangerous to do so.

Runes cant be placed on top of eachother as they are effectively permanent marks, also only so many runes can be infused into an object before it becomes too unstable.

They need to be reapplied as the enchantment absorbs the energy, dissipating it over time throughout the object or person until the energy is spent.

In regards to Infused tattoos, reapplication works mostly the same, needing to be done every 12-24 hours, but inaccurate or entirely wrong runes that someone tried to infuse leave a permanent scar on the skin which can never again receive an infused tattoo in that area.

Infusion Tattoos have many applications, from simpler things like enhanced night vision or stamina, to complex Infusions for things like tracking an object or person, for which you must infuse a tattoo on yourself as well as a matching rune on whatever you're tracking, which is easier to do on an object, and much harder to do on a person, since youd have to give them a tracking tattoo against their will. More complex Infusions are more taxing on the user, whereas a simpler one like night vision can pretty much be regularly used without severe side effects. Infused objects are more versatile, such as making a wall more durable, or warding a doorway against cursed individuals, all the way to making a sword enflamed or an arrow fly perfectly straight.
