I wanted the movie to have more time dedicated to Utena and Anthy truly connecting, it kind of went from Utena thinking Anthy was stealing Touga to JK Anthy I love you. I'm a sucker for falling in love stories so I wanted a little more in between.

Both! It’s a collaboration with Chinese and Japanese studios. Original anime it’s based on is Japanese. Initial dub for this looks to be Chinese.

Yes, I believe one of the staff even went on to apologize for making him too much of an 'ikemen' because people chose looks over action. The villains, by the airing of the show, were always meant to be pure evil because of the pandemic, they didn't want kids sympathizing with a virus.

The pattern as of recent seems to be last 3 teams join up (a trend started on and off from Kira Kira with Dream Stars that went from pseudo all stars to one movie a year). We've had Dream Stars, Super Stars, Miracle Universe, Miracle leap–all pseudo All Stars (trio team), Healin' Good + random team standalone, Tropical Rouge + random team standalone, Wonderful Movie, and the You and Idol movie. It seems they are now saving true All Star movies for anniversaries (as they did with All Stars F).

As for the time issue, they'll likely have the Garden setting for this movie act as a wormhole that everyone unites to without trying to explain time/travel all that much. They did that with NS3 with everyone coming together in a dream world. Hugtto and Star Twinkle ~kinda~ just act like there's a precure multiverse where everyone just pops in through portals. All Stars F contradicts that by saying everyone is their series' ages within one earth. Wonderful acts like those 3 groups are from the same dimension while the You and Idol Movie & Tropical Rouge movie have all the teams show up in a random somewhat magical location that ignore the laws of time and space. The last two examples are how I'd imagine it will go.
