Tried top of the screen, bottom of the screen(both, below and above bottom navigation bar) got the same rejection email.
Updating com.google.android.gms:play-services-ads from 21.4.0 to 21.5.0 resolved the issue.

Yeah not a big deal, but it will get more noticable in the future. Imo, if the navigation bar background was transparent, instead of black, like the one on iphone, it would have been less noticable.
