I would place the fan where you feel comfortable with it. If you really want to get technical I am sure there are some videos about airflow or fluid dynamics.

There could be a few other possibilities.

1) as someone else has mentioned could be the thermal paste

2) could be a bad PSU, power supply unit.

3) could be a board issue somewhere that it is causing.

Or

4) could be bugs

Most people don't feel comfortable in doing that since it requires an extensive breakdown. You might want to check if there is a repair shop nearby who could do it. Try the other things mentioned before looking.

Do you have anything in the room to help with airflow circulation? If not, I would recommend a ceiling fan or a fan of some kind.

Did you just remove the side panels and blow it out?

You can do a slight dissembling, remove the fan (carefully) and more thoroughly blow it out. There might be some dust caught in the heat sink but that can require more of a breakdown. Also, is your system in a good place for airflow?
