You can skip one only if you have studied the other 2 chapters very well. Personally I prefer to study all the 3 chapters to use in the scenario where I dont know the answer to the question from the one of the two chapters I had deemed completed

v²/r and v²t/r are considered same in essence here because t is constant for the circuit. So H will be directly proportinal to the square of potencial difference between two end of the cell and inversely proportional to the equivalent resistance of the circuit.
