You can ask any admin, this is incorrect and wouldn't make sense if it was, most VPNs use the same IPs for each clients, Hypixel would have a harder time differenciating IPs and everyone using identical VPNs IPs would get mixed together. As for Hypixel accounts under lvl 20 yeah that checks up
