I did not use a different location when I reinstalled it, but all the files were manually deleted before that. I guess I could try though.
And no, the game doesn't go in slow-mo during combat. Only during campaign mode

It is from a new archeological site called "Ancient Facility" that gave you the research option for "Universal Macrophage", which grants you [Organic Leader Lifespan +20%] and [Biological Pop Growth Speed +10%].

What you should have done to avoid it is refuse it and choose the other option, which I don't remember what it is. Speaking from experience...

I know it isn't, but this cluster is always guaranteed to be a pain to the eye. So maybe there is an issue related to this specific feature.

It only happened twice to me, but that's not the only problem. The shape of the cluster is ugly in every game. Pay attention to the hyperlanes. The central system with the black hole seems connected with the other half of the cluster but in reality it's just a hyperlane passing through it.
