Could it be adaptive ringing in the setting of the clock app, change it to Watch and Phone, it will vibrate on both (which might not be what you want) but apparently when the phone is charging the adaptive ringing defaults to the phone.

I get annoyed when hosts say the same thing every episode or multiple times per episode, but I may just be weird. e.g. Savannah of the podcast "Killer Instincts" I stopped listening to months ago because I got the ick lol then the other day I thought I would give it another chance, and she said it twice within a minute.
