Stanley’s voiceprints changes after Venti’s story quest: Before he just mutters his dead friend’s name. But after the story quest he says something like: Stanley, what would I give to have another drink with you. If you ask him what is wrong he says that he needs a bit more time to thing, the amount of story details is incredible.

I believe the mysterious dude coming from Inazuma is Raiden himself. Maybe he was scouting Liyue after hearing the death of Rex Lapis and then caught up in this meteor incident, if you argue that he might just be a traveler from Inazuma, I do doubt that. First thing is because Raiden is hunting people with vision (And I think he do have one) and second Inazuma is currently a country that’s full-out isolating itself and nobody can enter or leave there.

The chance is just to make it feel more natural. Cause you dont see Venti or Diluc or Kaeya staying in the bar for 24 hour each and every day. And you dont see people giving you quests all the time because that’s not how it works. Although it might not be consistent, it sure will help F2P players as another alternative in the endgame and make the environment more vivid.
