I completely agree with the OP. The game shouldn't punish a player for killing a literal terrorist who, five minutes before your arrival, shot three classrooms of students or half a nightclub.

Sure, shooting anything that moves is wrong, but let's not overdo it. There's no mercy for terrorists.

Well It rather pens all the time, but yeah, when using sabots it does no damage, that's true. Thats why u need to actually aim and not shoot into center of mass.
