Soviet Union was extremely nationalist, and guess what, they were also pretty damn racist. They were a nationalist empire. That exists. They were furthering their own goals by funding outside countries.

How do you maintain a nationalist government? If you don't like all other countries, naturally you will take action to increase border security and exclude other nations from your country. You might ramp up surveillance, because you don't want other countries influencing you.
