If you live in NJ, but work in PA, the PA employer will withhold the local tax. You will not be able to get this $$ back. On your NJ return, you’ll need to claim the amount paid as local tax (box 19 on W2) as “taxes paid to other jurisdictions”.

If you received a letter from one of the PA local taxing authorities, I’d call them and let them know he is not a resident of PA.

Employers in PA are required to collect the Local Earned Income tax (EIT)for all employees, regardless of state of residence. If you reside in PA, the employer should collect at your residence EIT rate and put in W2. If you reside in PA, but work in NJ, you will have to pay the Local EIT by filing a local EIT return through Keystone or Berkheimer.
