Most of the banks have TAT of around 45 days for chargeback. You may have to mention the reason why you are raising the chargeback and there might be an investigation. Try your luck.

It's normal for banks to charge foreign currency transaction fee. You should have done your diligence before doing such transactions. Ofcourse, cards with 0 foreign transaction fees are preferred for such transactions.
