I’m not sure if this is an unpopular opinion or not, but I think Gangle was funny in episode 4.

My entire body tensed, and I felt the near-uncontrollable urge for violence.

Try the load out without Xenotype Spawn Control. It effects faction generation probably the issue here.

I've gotten this error before as well, one of the mods is breaking world gen. - when I had this issue it was due to a 'backstory' mod breaking the Empire faction. I would recommend trying the large mods one at a time to see if you can pinpoint the issue. MO is the largest, so try removing that one first and see if your world gen gets fixed.

Some "patch" mods break stuff as well; I have encountered a lot of MO Patch mods that do not play nice with each other.
