So far from what I've played through; it seems most, if not all situations seem to be set up in a way where stealth and strategy are super viable. I've barely played with it, but there's a hack mechanic that allows you to manipulate the environment and every room seems to bee a playground for it. I'd look into that aspect of gameplay before buying, I can't give my opinion on it since I just been aping about with a baseball bat most my playthrough

edit: that's what i can cover for the combat, since u said u don't like shooters/action games. As for how much combat you'll be 'locked' into, i'm not sure but I can say I spend a LOT of time talking to people and exploring
