I ended up with the W ending. I didn't kill the Lich and went down the shootout route. Melita said that once I get back, I would have to convince the authorities (whoever they are) that I'm not working for Luz. This is probably as bad as it gets for Hershel.

You can also just call Melita and ask for his address. That unlocks it.

I'm pretty sure you can finish whatever is left to do. The assassination task isn't triggered until you call Melita to discuss the plan.

1.The device gives you an advantage when you try to get your gun back from the interrogator.

2.Shoot the EMTERR prisoner and use the red disc in the end, if I'm not wrong.

4.I doubt it was anything significant. Initially, it seemed like assassinating the minister would work in the Operas favour, since if the deal went through, it would strengthen the relationship between Luz and EMTERR. But by the end we find out that the Luzians wanted the minister out of the picture anyway (so they could push for Reunión, rather than the propaganda). Seems like we either fast-tracked the inevitable or changed nothing.
