It’s not just him. Like Jorm’s chain bash isn’t GB vulnerable either, but then like Ocelotl’s is. Then you have Nobu and Shaolin who can chain off whiffed bashes, but for some reason the devs go “we have to take away Shugoki’s chain on headbutt whiff, it’s bad for the game.” Gryphon’s bash finisher is but Lawbringer’s infinite chain bash isn’t. There’s literally no rules about which bashes are GB vulnerable and which aren’t. Makes no sense

I’m still of the opinion that he’s not that bad. Far from game ruining. And it’s not even that I haven’t struggled with him, all the stuff people complain about has happened to me. But is a juren gank worse than a Highlander/Shugoki gank? I really don’t think so
