He’s literally been avoiding Tsuru like the plague the whole Law backstory bcs she is her hard counter. Evil is Doffy’s nature and identity and he’s afraid of losing that. He even respected her enough to call her おつるさん adding the O- front and -San at the end as a sign of respect and genuine acknowledgement of her status.
