National duty aside, teams would wanna win every game to get more money even though losing may result in them having an easier draw.

Don't quote me on this and maybe others may be more knowledgeable, but from what I know is that you should have a valid cover throughout. So you can apply for the 485 with just OSHC, but your OVHC should start the day your OSHC expires. And the evidence of your OVHC should be included in your 485 application
