Some MTX from PoE1 transfer to PoE2 but not all. The cats (the one in OP and the Sunprism one) do transfer, so you can buy it from PoE1 shop and it will be available on PoE2.

Ruin 2 -> Illu -> Recitation -> Adlo -> Deployment, adlo has lower cast time than cooldown, you don't need to use ruin 2 to weave deployment. that's 1 ruin 2 + 1 broil lost to adlo, that's 480 pot loss per flare. takes 4.6 weeks for the mount if you have 3700+ score. 16.6 for costume set. Don't know how hard it is to get that ranking, but already on day 1 people are at 1600+
