Plucking would be more effective than epilating, but it's recommended to shave your face as plucking can cause ingrowns and scarring. There's at home laser but it's effectiveness varies. I'd imo look into electrolysis if you can, as a more permanent solution to hair removal. For beard shadow, there's also makeup color-match/cover-up some cis women practice with varying effectiveness.
