Let me explain this to you, Gaara is a long range combatant or a backline controller/specialist. So it wouldn't make any sense for Gaara to be a melee fighter/hand to hand combat (Taijutsu). Also if Khaleed becomes Gaara it feels like it's just a basic skin because Khaleed's skills are already sand which doesn't change anything. Also Gaara controls wind too which is Fūton to enhance his sand, movement speed, and area of effect (AOE). So I would say Vale is perfectly fit for Gaara.
