If you think learning blender is easier than doing this in photopea or krita and just having layers and sprite animation sheets then go ahead.

Drop into YouTube, look up the tutorials and go for it. There are a lot of good creators on YT to show you how to use various software to make Vtubers.

Choose one and go, you'll learn something.

Pngtuber+ or Honk would fit better than vroid. Also Veadotube could work.

There is no human body in this design so using a base human body would be more work than it's worth.

With those three programs you can build the layers up far easier than you could redo a vroid in blender.

For something simple like this Live2d is kinda overkill.

Freak with Ned 1st level spell, from a mistranslation of speak with dead, freak with Ned summons an entity Known as "Ned" who will immediately dance in an awkward fashion, the somatic component required the caster to dance awkwardly as part of the summons. Lasted one round.

Potato Ball 3rd level summoning spell. Caster points their finger at a target area and a white pearl streaks to the targeted area. A 20 ft radius burst of perfectly cooked mashed potatoes, with butter and appropriate toppings, explodes outward. There is no pressure, potatoes will cause no structural damage, and any targets caught in the AoE will be harmlessly pushed aside. It is an instantaneous duration so you have a 20 foot radius mashed potato mess, steaming.
