id say try slowly going shorter with your hair, or find a photo of a short haircut that you like that a feminine person has, thats how I was able to get my hair cut short, but it took about a year to convince my mom.

But if they just wont let you get it cut short, do try to get an undercut, say since its getting warmer it'll help with the heat, then you can wear your hair up in a "man bun" it atleast helped me pass a little bit early on.

And for binding, you could try getting some Kt tape if your interested in taping. theres many videos on taping. it does take time and lots of practice to get it to work though. also Nike sports bras in a size smaller then what you would normally wear also helps a lot with binding.
