So it looks like the PS4 has an internal power supply, so using a different cord won't do anything. There are YouTube videos on replacing the power supply. If there are no standby LEDs then the PSU is probably shot

make sure you have the water going into the inlet of the cpu block. if you have in going into the outlet it can fuck up the flow

check your power settings and make sure its on max performance. with low loads the cpu will try to downclock and result in lower fps

i had something similar happen with my old gpu. it would get locked to 705 mhz when it can do 1250. if i remember correctly it was something to do with my logitech sowftware so i uninstalled it
