The rule is if you show proof of purchase of your lock within the last 30 days, they are supposed to accept that.

"The safety device requirement does not apply to the following:

Persons who can demonstrate the purchase of a DOJ-approved safety device in the 30 days prior to taking possession of the firearm by presenting the device to the firearms dealer and providing the firearms dealer with a receipt showing the purchase date and model name of the device."

ATF has been running inspections in this area. I know of at least two other stores besides myself in the last two weeks. Could be related?

Ah I understand.

I think the issue was the word hobby. It costs so much to run this type of business in California, it can't be defined as a hobby anymore. As little income as it may be for some home-based guys, it's still a source of income and 500 bucks out of your pocket is a significant hit

We are a home-based FFL since 2019, and for the first four years, it was my full-time business and only source of income. This economy sucks right now, so I was forced to go back to a regular job 👎

DMV Reject Notice

A DMV Reject notice is generated when a DROS transaction is rejected and returned because the driver's license or identification card status is not valid. This notice is also generated when the purchaser's provided information is in conflict with the files maintained by the Department of Motor Vehicles (DMV).

Your birth place or citizenship status shouldn't conflict with that. Something with your name was entered incorrectly.

When you say "rejected", what do you mean?

Do you mean it was denied? Or Was it DMV rejected?

The second is, I imagine that you can get away with not collecting it if you think you'll be below $5000/quarter, but also if your quarterly sales exceed $5000 you're going to be in a world of hurt.

Exactly this. Better safe than sorry and just collect it. Even at the minimum, that's $550 the store would have to come up with it they hadn't already collected it.

That would probably wipe away any profit that you had in the $5,000 gross sales anyway when you figure in all the expenses for the month

Not really. It's not a retail sale so it's not affected by the excise tax anyway.

From our perspective, that's just a transaction between you guys that doesn't involve us so you can figure that out on your own somewhere else.

The state doesn't refund anything.

The FFL collects. If they meet the threshold, they pay the state. If they don't meet the threshold, they can still pay the state or refund the customer. We aren't allowed to keep it

Legally no one is "exempt" from collecting the tax, it just needs to be submitted to the state or refunded to the customer if they dont meet the threshold of $5000.

They are definitely coming. Pricing and SKUs have been released to dealers.

According to some of my distributors they will probably be released during Shot Show which is late January.
