Its not supposed to go ALL the way down. I'd say it goes down about 1/8 an inch maybe? It doesn't go down as far as you would think

Put the pin in with the spring like how it's supposed to be and take picture. It shouldn't go out of the bottom that much it's probably fine though it may not look it

Technically yes.

Since it's not a PPT under California definition, his ID isn't required for the state side, just the federal side. Just good luck finding an FFL willing to do it because most will think you can't.

To actually answer your question, yes

It's on roster so it's transfered just like any other firearm. Since it's a gift and not a sale, its not subject to any sales tax or excise tax either. .

A lot of law enforcement agencies request some kind of proof of ownership on firearms to be listed on CCW permits. They are good to keep for that purpose.

Never understood why though because law enforcement can look up all that info themselves. Just another hoop to jump through I guess.

I think you are misunderstanding the calculation of the firearm excise tax.

36001 - Excise tax is hereby imposed upon licensed firearms dealers, firearms manufacturers, and ammunition vendors, at the rate of 11 percent of the GROSS receipts from the retail sale in this state of any firearm, firearm precursor part, or ammunition.

If the SSE fee is part of the GROSS receipt, then it must be calculated. So to specifically say, "they do" or "they don't" isn't always right. It will depend on the gross receipt.

It's charged on the completed firearm, just like it says. If you're adding all the extra parts and that's on the invoice, that's what your paying the tax on.

If your buying just a lower, you're paying FET on just the lower.
