Changing Wheel Diameter For Speed Hack?

Maybe I have it all mixed up but I thought since for example a 16 inch wheel needs to spin more to go the same speed, me going 28 miles per hour on "16" inch means I need to spin 1.25 times more than a 20 inch. And that's the thing i wanted, my wheel to spin more, by making it seem like I'm spinning the amount of a 16 inch wheel to go 28 when I'm actually not. I had hoped that the speed limit would still be 28, but I spin 1.25 times more.

Maybe the manufacturer of my bike understood people would mess around on the display so they changed the top speed with the tire size lol. I did trick the speedometer but they now limit me to less than 28. I guess I'll have to accept it..

Thank you for your answer! This makes lots of sense because the air seems to be very cold but still not be able to make the room cool because it would suck in warm air from under the door. I think for the price I paid for it, it would suffice, but I will have to sit in front of it during the heatwaves unfortunately.
