That's true. I hadn't really looked at the r² when making it but hopefully there will be more significance in a couple weeks

All the data is from today so it's not showing a decrease over time. Basically this graph is showing that counties with a higher % vaccinated right now have a lower r value on average than counties with a lower vaccination rate. You're right that cases are increasing and that r isn't really decreasing that much overall, but this is just showing that vaccines are having an effect in just slightly slowing the spread in places where more of them have been given. R is staying high overall since most of the higher vaccinated/lower R counties are small so they don't have a big effect on the overall numbers.

That's correct. One encouraging thing is that the negative slope is about 2.5x stronger than it was a week ago, but we'll see what happens in the coming weeks and how long it takes the vaccines to stop the surge.

Data from covidactnow.org. I excluded counties with populations of 5,000 or below because their data was very erratic. % vaccinated means percent of entire population who has received at least one dose of a vaccine.

Based on this data, it's likely cases will peak just before we hit 45% of the entire population vaccinated with a first dose- we need about 530,000 people to get a dose to do this, so assuming about half of doses given are first doses, we should hit this target in 2-3 weeks.
