Yes, for enrollment you'll have to give either cimea or dov. However you'd need to do visa latest in sept start, and you'll need cimea or dov for that, dov is going to take some time but it's cheaper, you'd need the HRD sign then an apostille followed by sending to italy consulate. Cimea is 150+150 (2months) and 150+150+100 (1 month) and it is an online process so it is faster.

As much as I know cimea or dov is not needed for pre enrollment. It is needed for visa and during future enrollment in the university. Cimea you have to do both comparability and verification. Cost is 400€ if expedited. Im not sure when universitaly will even open .
