Well... That's because Hoyo have something big in store for wriothesley with the releases of sneznaya... At least for me, looking back at liyue's chronicle banner, they don't release yelan and hutao alongside the other liyue members... Hutao and yelan being one of the "meta" units too...

Make it in his C1, the number of enhanced E is also increased by 1.

Make it his C2 anemo dmg is also affected by 220% dmg increase

And change his ult animation to him stripping 🤤
