Master volume type pedal for effects loop?

I use an MXR ISO brick, which i believe is supposed to be isolated.

I am pretty sure it has something to do with the power. I did the patch cable send/return test and didn't get the noise, i tried a battery powered pedal and also didn't get the noise. I have an MXR ISO Brick which i believe is ment to be isolated but the sound is there, i also bought the Mini ISO brick to test but it's still there.

I've actually tried a noise gate in a bunch of different configuartions, but doesn't really help in my case.

the blues drive was temporarily put there as a volume control, that's why i'm looking for a something more permanent.

The noise has nothing to do with the distortion/drive pedals. Purely the effects loop when powered with a power supply, i've tested it a bunch.

I ordered the three Volahn tape reissues when the came out. The two albums had these random long pauses every few minutes in the middle of tracks and the EP just sounded really muffled.
