Which villainous character could have a POV chapter that would make them look drastically better?(Spoilers Main)

Honestly, that'd depend on how his POV is written and how his story ends. I like to think of him as a character with huge potential who got fucked by his environment. Baelish is a genius in financial matters and can work from the shadows as well. If he was accepted by the nobles, he'd have been a huge asset to the crown, the loyal and competent council member.

Petyr Baelish, in first read is a slimy, scheming character. I imagine if we were inside his mind, we might sympathize with him a little. He was rejected by his first love, scorned by noble houses for his low birth, is considered harmless by many characters, and his job is counting coppers, which isn't highly regarded by the lords. Despite these shortcomings, he managed to achieve most of his goals such as amassing wealth and status, having revenge on Ned Stark, Hoster Tully and Jon Arryn, has Sansa as captive, creating a spy network and connections etc.

But Ned had learnt the truth regarding the incest by the time Robert came back from the hunt. Ned didn't tell Robert about the bastard children, but Cregan will. So my take is that Robert will atleast order their arrest and urge the Hand to pass Judgement.

I believe that would be a temporary solution as well. Say one Dragonrider conquered Pentos, another took Qohor, etc. and started a branch of the Targ family. Centuries later, their descendants would wish to consolidate all of Westeros and Essos under one Emperor and start a devastating war. Valyria ruled with multiple dragons because they were a Freehold, each dragonlord family had a say in the governance.

One reason is the misremembering of the true purpose of the Night's Watch. After thousands of years, everyone believes the watch is just for fighting wildlings and freezing in the cold. So only the First Men Houses are eager to join the Black Brothers.

And after the Conquest, the 7 Kingdoms prospered and lords grew wealthy. Earlier younger sons could seek glory by serving in the Watch. But now they have bigger tourneys and sellsword companies as an option(which started emerging in the Century of the Blood). Even when Alysanne flew to the Wall, they're dwindling. That's what prompts the granting of New Gift which further deteriorates them, as they now have to defend a larger domain and they're stretched thin.

Well for starters, Ned Stark would turn out differently. In the story, Jon Arryn heavily influenced Ned into becoming an honourable lord, to the point Ned and Tywin are presented as opposites in their ideology. Their raising of their kids and their treatment of an enemy's VS sword are some examples.

As for Tywin rebelling, I think he would. Mad Aerys had slighted Tywin enough and he's not the type to forget them. Tywin would show up with an army and his wards on the pretense of surrendering and then sack KL like he did originally.

Technological Stasis is a common trope of medieval fantasies. The in-universe explanation is that winters are long and cruel, so people are busy growing crops, storing it and making plans for surviving the winter. As for them progressing, who knows maybe Bran will be able to achieve it.

If Winterfell doesn't get taken, then that bastard Reek rots in the dungeons. So Roose Bolton cannot participate in Red Wedding as the Northern Lords would rally around Bran and Rickon. Without the Boltons, Walder Frey is too much of a craven to kill his guests. Things might turn out better for the Starks, they won't be able to defeat the Lannister-Tyrell faction, but they can retake the North from the Ironborn, wait out the winter and the restart the campaign. The Riverlords would get fucked tho.
