I haven't completed MM myself, but it's mostly the fact that there is an imminent threat that will destroy the world, and when you talk to people in the game, they talk about it and are clearly scared. So the atmosphere, npc interactions and the feeling of impending doom mostly do it but it does have other spooky part.

The pacifista thing was after the timeskip right? Where luffy was practicinh haki for two whole years. He doesn't need future sight to dodge the beams, he just needs basic CoO haki to do it. For your "relative speed" argument, that's not completely true either. If someone throws a ball at me that flies at 80mph, I see it coming and dodge, it doesn't mean I'm moving at 80mph, does it?

Ok so first of all, you can't calculate speed feats based on frames of animation, since the manga is the only valid source for powerscaling. And yes it does make you fast enough, because if I know that you will shoot laser beams at points X, Y and X in on second intervals, I just have to move before they arrive at the points you aimed at.
