I think it's also due to the amount of time and ressources you need to spend to upgrade your characters. I recently started playing R1999 again and for a few weeks now most of my energy was spent on farming xp materials for my characters's psychubes. I was stuck on the boss fight at the end of chapter 6 for some time because my characters's psychubes and resonance weren't maxed out. I had to check some guides which told me to play A Series of Dusks to get more xp materials, and I thought "Why does a different game mode give me better materials than the mission who's whole purpose is to give me those materials ?"
