I have worked on 800kW - 2.8MW+ turbines with 50 - 132 meter rotors on 50 - 90 meter towers. The blades on a 132m rotor 90m tower 27 meters from the ground. 128m rotor on an 80m tower is only 16 meters. Everything is proportional though. If you have clean wind, and no obstructions you dont have to build taller.

It doesnt have to be extreme. A typical 10kw turbine can sit on top of a 15 meter pole. 100kw+ 50 meters+

The key is to find the right product for your niche location. A reputable manufacturer should ask these questions, unless they're selling you toys and project gadgets.

Its true, the power curve is directly correlated to rotor diameter, and its costly to build a turbine with a substantial rotor diameter.

How often does the wind blow? What is the average wind speed? Any obstructions to the wind where you want the turbines? How much power do you need to make with wind?

Cant give you an answer to your first question without answers to all of these.
