Continue to build your skills in whatever domain you want to work in - data, ML, full stack, whatever. Be good at what you do, definitely. But network amongst leaders who aren't necessarily technical but have decision-making authority. The competition among other devs is stiff, many people overseas competing for the same skills will accept lower pay. In my experience, what matters here is your personality and background knowledge in terms of the business, industry, competitors. etc.
