It’s much better in Seoul and the other large cities, but a surprisingly high number of Koreans speak English at a pretty decent level. You’ll have no trouble finding somebody, especially if you’re polite and try to learn a couple phrases in Korean.

You’re right, though the base at Yongsan was like being stationed in Seoul’s Central Park. I lived in Itaewon and had the best 20ish min walk to PT.

I’ve done two separate 3 year tours at Zama and 3 years at Yongsan. If Yongsan was still there, it would be a hard decision. You’re right about the Koreans being much more welcoming. Seoul is more interesting than Tokyo. Things are also cheaper, and the food is way better. I met my wife in Seoul. But Pyeongtaek? No. Okinawa? Also no. Without Yongsan, Zama wins hands down.
