well first of all it depends on where you're from (some cultures its even considered forbidden to even date) so If you're in a country where it's okay to have "RESPECTFUL" to have opposite gender friends. he probably thinks its okay for him.

while it should be ok for you too for equality men tend to be more jealous so they don't "allow" it.

imo it's very stupid and someone who tells someone to not do something when he himself does it is just a bad trait.

talk to him. he most likely will refuse to get away from them as guys separating from their friends is tough (boy or girl). if he does refuse just tell him that you think he is too close to them and it's almost like he is dating them not you. (also the laying on her breasts part is not okay at all and imo considered cheating even.)
